Raymond M. Lemming, PE, Esq.

Ray is a career construction professional with 40 years experience with all parties and in almost every role on a construction project. He has commanded U.S. Army construction units in the US and overseas, worked for General Contractors (GC's), an estimating firm, an international design firm, a surety, a government Owner and been a consultant. He has been a project manager, a scheduler, an estimator, chief of project controls, chief engineer, claims counsel, area construction manager, and claims administrator.


He has either managed projects or established project controls on projects in 2 dozen countries.


In the legal arena he has managed hundreds of lawsuits and participated in as many mediations as a decision maker. As part of his employment he has been deposed dozens of times and testified as an expert in arbitrations and Federal cases on: suretyship; general construction matters and claims; and construction costs. He has also testified numerous times as a Records Custodian and Corporate Rep.


Ray had been an Adjunct Professor at Illinois Institute of Technology (IIT) for the past 24 years where he has taught scheduling, estimating, construction accounting, construction claims, and project management. He has been a national lecturer at a number of organizations such as the ABA, COAA, CSI and a guest lecturer at local chapters of other professional organizations.
